*Ardha-sanik means half or incomplete*
Whether it is half virgin, half moon, half naked, half built, half educated, half extinct, half Narishwar, such discriminatory words will be found many more in the dictionary, which say boo or smell of a special kind which suppresses itself untouched. There is a sense of feeling. One of them is we who are called *Ardh Sanik* who are deprived of the facilities! Infact this is not half truth but reality.
On the one hand the word "Paramilitary" was being used and it is still there. Only one example is enough for this, when a person becomes paralyzed then half of his body stops working, * Para Olympic * example is in front of you in which disabled persons take part. As far as the uniform too, the bar changed. The series started with Khaki, Chitkabari, Dangri, Safari, Tie, now Combat, various camouflage forms were seen. But eliminating the identity of khaki and dressing up in combat proved fatal for us. Today, from the borders to Sansad, ports, airports, metros, nuclear houses, important industrial installations and all the states of the country, the soldiers of the paramilitary forces can be seen attentively, guarding the streets, towns, cities and chalk squares. But the countrymen think that they are soldiers of the army.
Then what were the reasons that in the third pay commission, the same paramilitary get 10 rupees more salary than the army and today army soldiers are getting one and a half times more salary. The biggest reason for this is the biggest misfortune of IPS officers being imposed on the security forces. * IPS came to walk * came and for fun and left. The way *NPS* (New Pension Scheme) was imposed on paramilitary forces since 2004, no IPS DG came forward to the rescue but on the other hand army generals came in protest.Altimately the Government bend and defense personnel were exempted from the applicability of Old Pension Scheme (OPS) on the plea of Armed Forces of Union of India and allowed Old Pension Scheme (OPS) to them. If this plea was correct then why this plea was not made applicable to Paramilitary/CAPF (Central Armed Police Force)when these Forces are also Armed forces of Union of India as per Acts passed by the Parliament. Several Governments of different political parties have come and gone, we are half-completed and cheated in the name of facilities on the plea of CCS(Central Civil Service) Rules applicability on them instead of Paramilitary Service Rules. CCS(Central Civil Service)Rules are applicable to Civil Service personnel who are doing 8 hours duties and enjoying all holidays and living with family where as Paramilitary personnel are doing hazardous duties (24×7×365) and away from their families in extreme climactic conditions.
Paramilitary personnel were martyred for the country till today 34 thousand soldiers have attained supreme martyrdom for the country, no one is going to see in what condition those martyrs families are today. It is surprising to say that votes were sought in the name of Pulwama martyrs and the wave of nationalism spread and climbed the stairs of power, today we have been forgotten. In the 2001 terrorist attack, CRPF jawans saved the country's democracy temple Parliament House from a Pak terrorist attack. And in return, the government stopped the pension of these security forces. Now the question arises that the M.P(Member of Parliament)of two and a half days gets pension and the security forces who saved the country's Parliament were stopped Pension.
Sorry, we are not competing with the army, but now the need arises to think over whether to provide facilities to the people living in the barracks or to the BSF ITBP SSB, who guards our country long borders & the World peace keeping force CRPF fighting against proxy war in Kashmir and Naxalites in LWE states. On one hand, in the name of Siachen allowance to the army, Rs 30000-42000 per month, while the snow warriors ITBP who secured snowy Himalayas from Ladakh to Arunachal on 20 thousands feet height do not have such allowance, what would you call it?
Friends, whenever the question of giving us better facilities in Parliament arises, the Hon'ble Minister of State for Home Affairs has only one rote answer for years that Central Security Force personnel come under CCS rules. Sir, when you can pass ordinances and bills like Note-bandi, GST, Article 370, 35A, CAA, then why not abolishing this black law. Separate paramilitary service rules for paramilitary chowkidars should be made so that service conditions, convenience and facilities of the jawans increase.
When Honorable Prime Minister can convert Yojna Ayog into NITI Ayog, Viklang to Divyang 7 RCR into Lok Kalyan, then why not give full Sanik status to Ardha-sanik so that service conditions, promotions, salary discrepancy of jawans, Better health facilities and other welfare related schemes can be implemented. Would like to remind that before the implementation of the 7th Pay Commission, Shri Kiren Rijiju, the then Minister of State for Home, made a statement in the Parliament that on the lines of the army, paramilitary forces will also be given paramilitary service pay, but today the government is silent about this. .
when the minister makes such false statements in the Parliament against the santry, then what will effect on the security guard of the borders and the paramilitary forces fighting Naxalism and valley terrorism .After a long legal battle Honorable Court announced the important decision of the Organized Group "A" service but not implemented even after passing by the Cabinet Committee which will be called the misfortune of this country.
In the Ministry of Home Affairs, a special lobby sitting with a horoscope is creating all kinds of obstacles, which is a matter of concern. In the order of Ministry of Home Affairs dated 23.11.2012, Central Paramilitary Forces were given Ex-Man status. Sadly, till date no state has implemented it except Goa. Welfare and Rehabilitation Board (WARB) was established by the Ministry of Home Affairs for the welfare of security forces, which is proving to be a white elephant in the name of welfare, which till date has not had any meeting at central level with Paramilitary Veterans & their association except one occasion. What type of welfare can we expect from ..
Today, hundreds of paramilitary force personnel and their families residing in remote & rural areas in different states of the country are forced to die due to lack of health facilities, as it is known that the families of the above force has to take treatment and medicines from CGHS dispensary.If there is no dispensary for several kilometers, then where to go for treatment ? On one hand, the government talks about a medical college by merging three districts, why not expand the CGHS dispensaries so that better health facilities can be provided to the families of the jawans. Where large number of Ardh Sanik families living the govt should open new dispensaries,In this regard a survey can be conducted. People heard Sainik Schools, Air Force school for better education of army ward's across the country Military and navy schools have been established but has anyone heard of paramilitary schools or Ardh Sanik schools in any state where our children can also get better education. On one hand, the government has built statues in the name of Sardar Patel at a cost of 3500 crores, what would have been good if schools were opened for the children of paramilitary forces in the name of Sardar Patel.
The need of the hour is the formation of Ardh Sainik Welfare Board on the lines of Sainik Board at district level in the states, expansion of CGHS dispensaries in paramilitary dominated areas, establishment of paramilitary schools for better education, 50% GST exemption on Central Police Canteen of paramilitary forces The government should provide facilities like old pension restoration, paramilitary service pay and one rank one pension to the jawans, so that the standard of living of the families of the real watchmen of the borders increases, a new enthusiasm and energy will be transmitted to the above security forces. The jawans will discharge their responsibilities whole-heartedly in the internal and external security of the country.
Confederation of Ex Paramilitary Forces Welfare Association has raised all these legitimate issues and drawn the attention of the government through peaceful agitations at Jantar Mantar, Rajghat, Sansad Marg and various parts of other states. Ex Paramiltary veterans delegation met Hon'ble Finance Minister Smt. Nirmala Sitaraman ji, Rajnath Singh ji, Amit Shah ji , Shri Nityanand Rai Ji MOS, Sh kiren Rijiju, Dr Harswardhan, Defence minister, Union Home Secretary, different states CM , Hon'ble Governor and other ministers. Submitted several memorandums to the Hon'ble Prime Minister's & HM Office but no result came out so far.
There was many expectations that this time on 15 August the Honourable Prime Minister would announce old pension restoration and other welfare related schemes for CAPF from the ramparts of the Red Fort, but it was disappointing to note that no announcement was made.
